Allows players to recycle blueprints for scrap.
Set scrap yields for each rarity category in oxide/config/RecycleBlueprints.json
Using a value of zero will disable that category.
Default scrap yields by rarity:
Custom values for each blueprint may also be set in the config file. Plugin will look for new blueprints on startup and add them to the config file if necessary.
A value of -1 (default) will ignore the custom setting and reward scrap based on rarity.
A value of 0 will disable recycling of that specific blueprint.
A value above 0 will reward that much scrap.
